I'd like to have a tutorial on neat, selective blurring. I'd like to know how to achieve this exact effect in gimp because I have some what of a small idea of what they did, and the tool used, except I don't know how to do it.

Adobe photoshop isn't made to create vectors, it can work with vectorcontainers like a square, circle etc.

To create vectors you should work with Adobe Illustrator, Inkscape ... Dustybones posted a lot of free programs take a look in Graphic Software Freeware.

That's why I said Photoshop. It's not always about programs.. Besides, I don't have any money for Illustrator now.

The first thing I said was that you can't create any vector images with Adobe Photoshop, it is like asking to make a power-point in word. You can read this to get a full explanation:

The second was that Dustybones added a few free programs, so you don't need any money. Adobe illustrator CS2 is within these few, just like Inkscape. I'll add the links to their posts underneath.

Yes, say photoshop saves 'raster' images, but does it stop you from doing anything? You can still vector, not that great though. I agree with every word you said, I just want a tutorial for Photoshop.

@Tsunami, I think the hands are selected and a little motion blur effect is added there, maybe the selected part is a bit softened too. I don't use GIMP, can't make a tutorial with that. :S 

@Terran, more precisely? What are you interested in? Smile Buttons and such? I don't use Photoshop, but many others seem to do so, I think they'll share some tutorials eventually. Smile

Well, your request is really vague. Smile More tutorials will come in time hopefully, but as the forum is still rather new there aren't many posted yet. Smile Judging from your FB cover design you know a lot of things already, so you could share some tips too. Smile 

Furthermore, keep 10spetter10's advice and for vectors use other software than Photoshop. Smile

It's not possible.

If you read the information link that 10spetter10 gave you, you'll see;
1. "Photoshop creates a raster file with embedded vector data. Photoshop does not create a vector file. This is entirely unlike actual vector-based applications.
2. simply using Photoshop's vector tools and saving as an EPS/PDF does not create vector files using any currently available version of Photoshop"

Even if you "Save As" as an EPS file, since it is not a true vector file, any scaling could and most likely will result in the image getting broken pixels unlike a true vector program.

So there is only one way to end up with true vector files and that is to use Illustrator or inkscape.
