its full version photoshop ok the photoshop 8 maybe is much updated or has some extras but as far as i see its the same in elements cause every tutorial mimoza gives i can do all the steps same

What do you mean @Tsunami? 
If you would like to follow this style, just get a bunch of images and put them around your shape.
It's just all about fantasy. (Well, if you are good at drawing, you can draw your elements too, but that's another level. )
Or you can use real life photos as well, years ago I had a Narutoish request and went simpler and rusty.

for a free editor that you do not have to download Pixlr works great... the only thing you can't do is that you are very limited on styles and filters, but learning to manipulate Pixlr is not all that difficult, and it saves your work in layers (pxd) if you want it to. I made probably my first 20 graphic packages of my work to sell, as well as many tags, headers, etc... using nothing but Pixlr
